They are "people" who use the tool of fear to try to alter the course of the lives of others. I think a classic example is the husband that his wife threatened to "disengage" from their patients as friends and family to gain control over her, for other examples you can use your imagination or experience.

But what happens to these people if they lose their "power"? If the victim (or victims) stop being afraid?
